Position Summary


Under the supervision of the Road and Bridge Manager, the Foreman oversees his/her individual Crew.  This employee supervises personnel assigned to this department, implements work schedules, and maintains sharp lines of communication with the works in the Crew, and with the Road and Bridge Manager. Knowledge of the functions of the department, skills in supervision, communication and organization are required for this position.

Essential Functions

Supervision:  The Foreman is responsible for administering all phases of staff activity. The Foreman leads by example. The Foreman must make efficient use of human, physical and financial resources.

  • Relationship to Personnel: The Foreman is responsible for training and giving clear instructions as to the expectations of department staff.
  • Scheduling: The Foreman is responsible for assigning personnel to specific tasks for the best utilization of both personnel and materials.
  • Handbook: The Foreman is responsible for enforcing the rules set in the Sumner County handbook.
  • Record Keeping:  The Foreman is responsible for documenting and keeping daily records pertaining to staff in the absence of the Manager. This includes but is not limited to hours worked, vacation and sick leave accumulated, vacation and sick leave taken, overtime worked, general ability, attitude, promptness, quality of work and relations with other staff members and supervisors. These records may serve as the basis for evaluation.
  • Safety/EEO Meetings: It is our responsibility to reduce or eliminate unsafe acts which cause or have caused personal injury, property damage or fatalities within Sumner County Road and Bridge Department or other places designated as a workplace. It is the responsibility of the manager to hold meetings once a week to enhance our safety performance and as a reminder that we are an equal opportunity employer.
  • Equipment and Supplies: The Foreman is responsible for knowing what equipment and supplies are needed for the daily work.
  • Dress:  The Director will determine the appropriate dress for staff and the Manager will help enforce the dress code.
  • Public Relations:  The Manager is responsible for training and monitoring staff with respect to their contact with the general public. All staff members are public servants and should conduct themselves as suck. This does not imply that we must accept abuse, verbal or physical from the public or staff.

 Experience:  Eight years of experience or acceptable combination of education and experience

 

Education:  High school diploma, or equivalent in experience

 

Technical Skills: Knowledge of construction method’s, equipment, and tool’s required to do daily work, and strong desire to achieve. Communicate and relate well with others.

 

Problem Solving: Must utilize all elements-human, mechanical, physical and fiscal to accomplish the best results.

 

Decision-Making: Organize, prioritize and delegate work load.

 

Supervision:   Must be decisive. Must be firm. Must give clear concise directives. Must be able to delegate authority along with responsibility. Must be flexible

 

Planning, Scheduling, and Accountability: Must be able to plan and schedule work loads and human resources for the best end result, and will be held accountable for individual department and employees.

 

Human Relations Skills: This is visible position and function of the department generates criticism or praise from citizens.  You must be courteous and responsible while keeping Sumner County’s interest in mind.

 

Attention to Working Conditions: Although the attention to budgetary considerations is of prime importance, the County expects the highest quality of construction for reasons of safety and endurance, take precedence. Safety is an issue.

 

Physical Requirements: Must be physically strong enough to participate in day to day activities of department. Must be physically prepared to spend much time out of doors, regardless of the weather. Must have a valid CDL Kansas Driver’s License. Must be willing to take on the On-Call responsibilities (to be on call 24 hours a day)
