Job Summary

This employee plans, organizes, directs and reviews, and performs the activities and operations of the Finance Department including accounting, customer service (billing), purchasing, budget and other administrative functions. This employee maintains financial records including appropriation and payroll ordinances; general funds and separate funds and accounts. An employee in this position provides support to the Chief Financial Officer and has public contact regarding the furnishing of information for utility billings.

Essential Functions of Work

  • Coordinates, supervises, and prepares the City’s annual financial budget, including the City’s capital improvement program.Monitors expenditures and implements mid-year adjustments as necessary.
  • Manages the reconciliation of a variety of funds, ledgers, reports, and accounting records; examines accounting transactions to ensure accuracy; approves journal vouchers to post transactions to accounting records; performs month-end, fiscal year-end, and calendar year-end system processes.
  • Manages all activities related to the City’s general accounting function including maintenance of the accounting system, general ledgers, cash receipts function, general and special project budgeting, fixed assets, payroll, and preparation of various ad hoc reports. Makes daily bank deposits, monitoring balances and reconciling accounts on a timely basis.
  • Oversees City department purchasing activities, including the compilation and review of competitive bidding and negotiation processes, to ensure that they are carried out in accordance with City codes, policies and state laws.
  • Supervises the utility billing accounts for sewer, trash/recycling and storm water.Must be able to perform the complete transaction cycle from calculating to mailing; posting of receipts and maintenance of all permanent records.
  • Responsible for investments of funds and records of joint securities.
  • Prepares bills with supporting documents for payment, process accounts payable checks and mail.
  • Processes payroll withholding and tax deposits, and is the payroll backup in the absence of the Chief Financial Officer.
  • May perform the duties of City Treasurer as directed by the Laws of the State of Kansas.
  • Provides supervision for the Accounting Clerk
  • Performs other duties as required.

Knowledge, Skills & Abilities

  • Knowledge of budget preparation, preferably in a municipality setting, and the ability to analyze financial information and performance data against public policy goals and objectives.
  • Knowledge of generally accepted accounting policies and procedures as well as computer applications, financial reporting, investment, accounts receivable and payable.
  • Knowledge of efficient office procedures, computer applications, software programs including documents and spreadsheets; have the ability to analyze, create, and produce reports and operate related equipment.
  • Ability to establish and maintain effective working relationships with subordinates, peers, supervisors, City officials, related agencies and the general public.
  • Ability to provide reliable information and high quality, consistent service; conscious of how individual actions impact the City of Andover.
  • Must possess good organizational skills, effective communication skills, and the ability to prioritize, plan, and work independently and efficiently with minimal supervision provided by the Chief Financial Officer.
  • Ability to work in a fast-paced environment, with the ability to meet scheduled deadlines and perform all duties accurately with attention to detail and good error recognition capabilities.
  • Ability to efficiently delegate responsibilities to subordinates.
  • Ability to recognize and maintain confidential information.

 Qualifications

  • Bachelor’s degree in finance, accounting, business administration, public administration or related field, required.
  • Municipal, County or State government finance experience is preferred.
  • At least two (2) years of experience in financial administration, budget preparation, or accounting is preferred.Employee is expected to have acquired the necessary information and skills to perform the job well after one year in the position.
  • Must be able to meet the requirements to be bonded

 Physical Requirements

  • Occasional maximum lift of 20 lbs. from floor to waist; occasional forward reach; occasional crouch/bend; continuous bilateral hand coordination; continuous sit; occasional stand; occasional walk.
  • Generally, adverse working conditions do not exist in this position.However, at times this position deals with high stress due to customer contact and multiple task deadlines.
