Job Purpose and Objectives:

The Finance Director is responsible for supervising a variety of general operational needs to include but is not limited to performing revenue and expenditure analysis, budget examination and preparation and leading comprehensive financial programs and projects. This position works with all County departments and reports directly to the County Administrator.

 

Responsibilities:

  1. Ensures positive public relations with staff and the public
  2. Assists with the development of the annual County budget and assists various taxing subdivisions in the County with annual budget preparation
  3. Managing development of departmental operating budget and organizing duties into a yearly process
  4. Prepares County budget forecast of revenues and expenditures
  5. Monitors the revenue and expenditures of the County for propriety, budgetary, statutory and policy compliance
  6. Monitors County grant programs for compliance and maintains complete files of all required documents
  7. Performs construction project accounting and reporting and works with bond counsel to ensure proper scheduling accuracy of all required documents and publications
  8. Manage the issuance, tracking and payment of all County debt issues
  9. Coordinates the work flow for the auditors and accumulates information requires
  10. Prepares and submits various formal and ad-hoe report to appropriate agencies
  11. Duplicates data, information, and records; compiles and produces a variety of correspondence, tables, records and reports
  12. Reconciles payroll process
  13. Cooperates with other offices and enforces various policies and procedures
  14. Maintains financial performance to assure County is following various State and Federal statutes and auditing standards and County policies and objectives
  15. Performs monthly reconciliation of utility billing system for County sewer and water districts
  16. Monitors County bank accounts and investments of idle funds and recommends action based on cash flow projections
  17. Complies and submits semi-annual state fuel tax refunds and annual federal fuel tax refunds
  18. Ensures accuracy of tax levies, special assessments, tax distributions, neighborhood revitalization refunds and various other property tax related functions

Minimum Education and Experience:

Bachelor degree in Accounting and 2 years of governmental accounting experience

 

Preferred Education and Experience:

Master of Business Administration or Master of Accounting and 3-5 years of governmental accounting experience; Certified Public Accountant

 

 

Qualifications and Requirements: Requirements listed below are representative of the knowledge, skill, and/or ability required.

Valid driver’s license

2 years of governmental budgeting experience and application with demonstrated mastery of budget analysis

Knowledge of accounting principles and practices, analysis and reporting of financial data

Knowledge and skill in Fund Accounting

Ability to analyze and interpret data and various financial reports

Demonstrate proficiency in Microsoft Office Suite products

Knowledge of laws, interpretations, government regulations, pertaining to budgeting and financial investment.

Ability to read and interpret contracts, standards, specifications, financial reports and legal documents

Ability to convey information effectively

Possess excellent accounting, office practice and organizational skills
