Customer Service Specialist
(Finance Department)
This position performs a variety of routine and complex tasks in providing customer service and processing for various utility tasks. This position requires the ability to work independently, work well with others and perform in a team environment on a daily basis. Frequent interaction with the general public and other employees is required. Candidate must possess excellent customer service skills. The ability to handle cash/close a cash drawer required & must be able to become bonded. Bilingual preferred.
Candidates must possess a high school diploma/acceptable equivalent. Associate degree or vocational school training in business administration, finance or related field preferred. Possess a valid driver’s license with a safe driving record as determined by the employer necessary.
The successful applicant must pass post-offer, pre-employment drug/alcohol screens along with physical capacity profile, background checks. A credit history check is also required for this position.
Pay Range: $13.05/hour (entry) - $17.66/hour (maximum).

GENERAL OVERVIEW OF POSITION AND RESPONSIBILITIES
Performs a variety of routine and complex tasks in providing customer service and processing for various utility/municipal court tasks. This position requires the ability to work independently, work well with others and perform in a team environment on a daily basis. Frequent interaction with the general public and other employees is required.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Finance Director.

ESSENTIAL FUNCTIONS
Essential functions of the job may include but are not limited to the following:
- Professionally greets and assists the public.
- Responds to citizens, telephone and written inquiries.
- Completely and accurately processes actions for various utility/municipal court tasks.
- Correctly understands, prepares, and mails utility bills.
- Receipts various fines and fees.
- Monitors and processes delinquent accounts.
- Prepares monthly and quarterly reports.
- Calculates annual sewer average.
NON-ESSENTIAL FUNCTIONS
- Provides backup to related positions.
- Completely and accurately prepares professional reports and correspondence.
- Attends training, workshops, and seminars as determined by the employer.
- Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Working knowledge of computers, electronic data processing, modern office practices and procedures.
- Some knowledge of billing principles and practices.
- Ability to perform arithmetic computations accurately and quickly.
- Ability to communicate effectively verbally and in writing.
- Ability to establish successful working relationships.
- Ability to work and communicate well with customers.

EDUCATION AND EXPERIENCE
- Two years of college level training including specialized course work in general office practices such as typing, accounting and data processing preferred.
- Two years related experience preferred.
- Any combination of above at the discretion of the City Manager.
CERTIFICATION(S) AND LICENSE(S)
- Must possess a valid driver’s license with a safe driving record as determined by the employer.

WORK ENVIRONMENT AND CONDITIONS
The work environment and conditions described here are encountered in performing the essential functions of this position. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate.
