Position Summary:
The Community Corrections Director is a highly responsible administrative position which is directly responsible for the coordination, and delivery of adult and juvenile Community Corrections services in Sumner County. The Director is responsible for the direct delivery of these services by conceptualizing, developing, and implementing policies, procedures, and program priorities consistent with policy established by the Board of Commissioners, Court, Community Corrections Advisory Board, State Legislature, Sentencing Guidelines Board, and other government agencies. The Director is responsible for determining the most effective utilization of resources, in order to carry out agency goals and objectives for providing services to the citizens of Sumner County, criminal justice community, and criminal offenders.
Minimum Experience:
Five years’ experience in probation, parole, social casework or counseling and three years of experience in a supervisory or administrative capacity. A Master’s Degree in a related field may be substituted for two years of supervisory or administrative experience.
Minimum Education:
A Bachelor’s Degree in Sociology, Psychology, Criminal Justice or a related field. Must be in possession of or have the ability to obtain a valid Kansas Driver’s License. Successful applicant will be drug tested.
Essential Functions:
• Develops short and long-range plans for overall direction of the department to include developing, implementing and monitoring policies and procedures in accordance with current professional standards.
• Monitors department operations and complaints in order to identify and evaluate the effectiveness of operations and programs and identifies problems that need to be addressed.
• Directs staff activities in researching and developing or revising department policies and procedures and programs.
• Researches and analyzes data in order to develop program planning.
• Solicits input from the judges, department heads, attorneys, consultants, staff and citizen volunteers and groups regarding the implications, effects, and development of new policies and procedures and new programs.
• Analyzes information received, and reports and makes decisions regarding development and enforcement of new policies and procedures and programs.
• Approves and directs the implementation of department policies and procedures and programs.
• Develops comprehensive local alternative punishment programs by working with the Department of Corrections and local Courts.
• Travels to other jurisdictions to observe existing community corrections programs.
• Attends community corrections education programs to include those sponsored by the Kansas Department of Corrections.
• Prepares, submits and administers grant proposals for research programs through federal, state and local governmental and nonprofit grant making organizations.
• Prepares periodic status reports, both orally and in writing, for the KDOC, County Commission, the Community Corrections Advisory Board, the media and the public concerning the Sumner County Community Corrections AISP (Adult Intensive Supervision Program).
• Performs liaison duties to the Kansas Department of Corrections to include site inspections and checking to ensure accounting record keeping processes are in place.
• Monitors the U/A Drug Fund, and other community corrections services.
• Monitors security and confidentiality procedures of the department.
• Prepares yearly budgets and administers all funding sources for the Community Corrections agency.
• Develops agreements, partnerships and collaborative efforts with other public and/or private entities to further the mission of Community Corrections programs.
• Oversees all buildings and facilities in order to ensure maintenance and upkeep are completed as needed.
• Trains subordinate personnel in basic management of community corrections programs in order to develop back-up support during absences.
• Implements and maintains effective inventory controls for all community corrections department property to ensure inventory records are properly documented and up-to-date.
• Meets with government officials, various board members, community leaders, Sheriff's department, district attorneys, etc. to coordinate and manage community corrections programs.
• Ability to enforce rules and regulations and to administer disciplinary action to include counseling employees on expected job performance or employee termination.
• Performs duties and tasks as required relating to responsibilities as an Intensive Supervision Officer.
• Ability to facilitate cognitive groups
• Approves and checks all accounts payables for his/her department before being presented to the County Clerk for payment and submits in a timely manner as required.
