Code Enforcement Officer The City of Park City, is accepting applications for a Code Enforcement Officer. The ideal candidate will be a self-starter with a strong desire to serve the community through the enforcement of laws and ordinances related to animals, zoning and building codes, common nuisances and public health and safety. The Ideal candidate will have strong communication skills, the ability to work with the public, and computer skills with experience in excel and word. Some knowledge of law enforcement principles, procedures, building and zoning codes, and working knowledge of animal restraint and care techniques is preferred. National Animal Care and Control Association (NACA) certification a plus. Under the supervision of the Police Department, the Code Enforcement section works primarily first and second shifts. Weekly schedule consists of four 10-hour shifts. Shifts will include weekends and some on call hours. Applicants must be 18 years of age, have a high school diploma or GED, and a valid driver's license. Testing is required. Must be able to pass a background check, preemployment physical and drug screen. CODE ENFORCEMENT OFFICER I -- Job Description City of Park City POLICE DEPARTMENT POSITION SUMMARY The Code Enforcement Officer is a non-exempt position under FLSA. This employee is responsible for the enforcement of specific municipal codes and zoning regulations dealing with domestic animals and other health and safety issues regulated by the City of Park City. This employee should possess excellent communication, organizational, and public relation skills. ESSENTIAL FUNCTIONS • Responsible for the apprehension of domestic animals considered to be a nuisance or danger to the general public; • Maintains required forms and records; • Write citations for violations of animal codes and health & safety codes, and some zoning regulations; • Inspects for nuisances as defined in the Health Codes and takes the appropriate measures to assure compliance with the codes; • Performs some limited inspections for compliance with zoning and building codes; • Assists Police Investigations and prosecution for acts animal cruelty; • Removes dead animals for disposal from public lands or right of ways; • Learn the applicable city ordinances, municipal codes and zoning regulations; • Maintains and operates department vehicles; • Maintains animal control equipment and other issued equipment; • Follows department policies and procedures; • Follows safety procedures and practices; • Performs other duties as deemed necessary or assigned by the Code Enforcement Supervisor. MARGINAL FUNCTIONS • Assists the Police Department upon request; • Assists Sedgwick County Health and Zoning Departments; • Assists Sedgwick County & Wichita Animal Control upon request. EXPERIENCE: One year of similar or related experience is preferred but not required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months to one year of employment. EDUCATION: A high school diploma or GED and a technical degree or some college credit in a similar or related field is preferred. This position requires employee to attend internal gun safety training , and classes in law enforcement and animal control or related fields. A valid Kansas Driver’s License is required. TECHNICAL SKILLS: Ability to obtain knowledge of federal and state building regulations and codes, legal procedures, and a working knowledge of mathematics and computers is required. This employee must be able to operate computers, patrol vehicles, two-way radios, department vehicles, and other department equipment. The ability to interpret regulations, to prepare reports, to understand and anticipate problems, and to understand written instructions, reports, proposals, and manuals is required. This employee should possess good public relations, organizational, oral and written communication skills. PROBLEM SOLVING: Problem solving is a factor in this position. This employee encounters problems with citizen complaints, code violations, and dangerous animals. DECISION MAKING: Decision making is a factor in this position. This employee makes decisions about resolving citizen complaints, investigating health and sanitation problems, issuing code violations, and performing daily duties in the safest and most efficient manner. SUPERVISION: This position works under the supervision of the Park City Police Department. FINANCIAL ACCOUNTABILITY: This employee is responsible for department equipment and resources, does have limited authority to purchase necessary department supplies with the Code Enforcement Supervisors permission PERSONAL RELATIONS: Daily contact with the general public, co-workers, and supervisory personnel, and occasional contact with the organization’s governing body and municipal court is expected. WORKING CONDITIONS: Some adverse working conditions exist within this position. Exposure to excessive noise and adverse weather is expected. This position contains an element of risk to personal safety. This employee is exposed to blood borne pathogens while performing the duties the position is possible. PHYSICAL REQUIREMENTS: Physical activity associated with working in an office setting is the primary aspect of this position. Some manual labor including lifting (50 lbs. +.), bending, walking, and climbing can be expected.
