POSITION SUMMARY
This position is responsible for the overall administrative oversight, visioning, leadership, planning, coordinating and control of the development of technical strategy for the present and future management of the County’s information technology needs. Manages policy development, budgeting, procurement of technology assets and services, and serves as staff advisor to County Council and the County Administrator on information technology matters.
ESSENTIAL FUNCTIONS

Responsible for fostering a culture of innovation; provides technology leadership in the delivery of superior services to County residents and businesses.
Serves as the chief advisor on information technology, including new hardware, Countywide software applications, and security matters.
Defines and implements the goals and objectives for department operations.
Develops, recommends, and implements annual departmental budget; forecasts necessary funding for equipment, material and supplies. Monitors budget throughout the year.
Identifies short and long-range equipment investments to maintain service levels; researches and analyzes technology needs, trends and resources and makes recommendations.
Prepares requests for proposals and bid specifications for information technologies solutions; reviews and purchases technical equipment and related items.
Prepares and recommends the information technology capital budget, develops annual and multi-year work plans and strategies to meet business needs; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success.
Coordinates with managed service provider (MSP) the security and reliability of IT systems, including decisions regarding methods for securing systems and what types of equipment/software are required to assure optimum reliability and security.
Coordinates with the MSP for the design and implementation of complex new IT systems and technology, including determining the combination of technology that will most effectively deliver the solution desired. Recommends suggested course of action.
Monitors the health and security of IT systems. Recommends changes or enhancements.
Ensures MSP Maintains network systems with daily updates, works closely with computer consultant.
Ensures MSP Completes system backup, troubleshoots, and ensures daily operation.
Ensures data security compliance with Federal, State and local laws, regulations and ordinances.
Ensures implementation of rulings, legislation, statutes, County and department policies and procedures.
Represents the County/department in meetings with vendors, elected officials and other departments to plan and develop technology solutions and to resolve escalated issues.
Reports as needed to the County Administrator on operations and services.
Researches, recommends, develops and implements policy and procedures for program effectiveness.
Ensures enforcement of State laws, local ordinances, and other regulations pertaining to emergency management operations.
Conducts research and prepares reports of proposed solutions or recommended courses of action, if requested.
Exercises vision and creativity in approaches to planning, coordination, and problem solving.
Other duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS
Associate's degree from an accredited college in Computer Science or related field and four (4) years of related experience. Bachelor’s degree preferred.
Must possess a valid driver’s license.
SUPERVISORY RELATIONSHIPS
Works under general supervision of the County Administrator. The Director is allowed leeway for exercising independent, professional judgment. Ensures coordination of objectives and priorities of the department. Works under the guidelines of various Federal and State governmental regulations as well as under the County’s policies, procedures, municipal code, ordinances and various other regulations.
KNOWLEDGE, SKILLS AND ABILITIES
Extensive knowledge of principles, practices, procedures, and methodologies of Information Systems analysis, design, operation, and maintenance.
Maintains current functional knowledge of departmental processes and specialized software applications in use by the County in relation to operational needs.
Knowledge of privacy compliance requirements as it pertains to technologies and data storage.
Knowledge of the developments and trends in the field.
Knowledge of administrative policies and procedures of the County.
Knowledge of current office practices and procedures consistent for this position.
Knowledge of computer software consistent for this position.
Knowledge of management and supervisory principles and practices, including program planning, budgeting, direction, coordination, and evaluation.
Knowledge of management and supervisory practices and principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time-off, and maintaining personnel records.
Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
Skill in researching and understanding complex written materials.
Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
Ability to conduct vulnerability and threat assessments related to chemical or biological attacks.
Ability to develop, carry out and evaluate emergency preparedness and response plans.
Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
Ability to instruct and train in methods and procedures.
