POSITION SUMMARY
Under the direction of the direction of the Mayor and City Commission, the Public Works Director is an exempt position under FLSA. This position is responsible for planning, directing, and organizing the activities of the Engineering, Street, Wastewater (including grease management), Storm Water Divisions and Planning/Zoning with general oversight of building inspection and code enforcement. Supervising subordinate personnel and reviewing projects is required. This employee is also responsible for supervising the construction of various city projects, and the development and implementation of the annual budget. This employee should possess excellent technical, supervisory, managerial, organizational, public relations, and communication skills.
ESSENTIAL FUNCTIONS
· Plans, directs, and organizes the activities of the Engineering, Street, Wastewater Division (including grease management), Storm Water Divisions, and Planning/Zoning;
· General oversight of Building Inspection and Code Enforcement;
· Hires, supervises, evaluates, and disciplines subordinate personnel;
· Directs project involvement for various infrastructure improvements;
· Prepares and reviews project studies;
· Fields questions, concerns, and complaints from the general public;
· Attends City Commission, Planning and Zoning, meetings;
· Responsible for developing the annual budgets;
· Schedules staff meetings and communicates departments’ needs, policies, and goals;
· Develops, reviews, and recommends city codes needed to maintain current practices;
· Performs general administrative duties;
· Prepares department reports;
· Coordinates the design and construction of various projects;
· Enforces department policies and procedures;
· Enforces safety procedures and practices;
· Coordinate the Storm Water Program to include capital improvement projects within the current revenue stream.
MARGINAL FUNCTIONS
· Assists the Building Inspector in the interpretation and intent of site plan features;
· Assists the City Sanitarian/Zoning Administrator in reviewing and approving applications;
· Review and approve drainage plans;
· Guied department in EPA/KDHE compliance as required by the MS-4 permit;
· Assists other departments as needed;
· Performs other duties as deemed necessary or assigned.

POSITION REQUIREMENTS
Experience: Ten or more years of similar or related experience, with one or more years in a supervisory position is required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment.
Education: A college degree in Engineering or a related field is required. A valid Kansas Driver’s License (KDL) and have and maintain a good driving record is required.
Technical Skills: A thorough knowledge of technical construction techniques, management techniques, project management, budget preparation, mathematics, and computers is required. This employee must be able to operate computers, department vehicles, surveying equipment, and other department equipment. The ability to interpret data, compile reports, understand and anticipate problems, to prepare reports, memos, budgets, policies, and other documents, and to read and interpret maps, blueprints, schematics, diagrams, specifications, legal documents, manuals, codes and regulations is required. This employee should possess excellent technical, supervisory, organizational, managerial, public relations, oral and written communication skills.
Problem Solving: Independent problem solving is involved in this position. This employee encounters problems with project delays, citizen and contractor concerns and complaints, personnel issues, and budget restraints.
Decision Making: Independent decision-making is involved in this position. This employee makes decisions about resolving citizen and contractor concerns and complaints, making necessary infrastructure improvements, and performing daily duties in the safest and most efficient manner.
Supervision: This employee works under the direction of the Commissioner of Streets and Utilities. This employee exercises supervision over subordinate personnel.
Financial Accountability: This employee is responsible for department resources and equipment. This employee does have the authority to purchase necessary department equipment and supplies. This employee does participate in the annual budget process.
Personal Relations: Daily contact with the general public, subordinate personnel, and supervisory personnel, and frequent contact with the organization’s governing body is expected.
Working Conditions: Minimal adverse working conditions exist within this position.
Physical Requirements: Physical activity associated with working in an office setting is required to perform the daily duties of this position.
